A. BASIS OF LEGAL IMPLEMENTATION CSR PT. ANGKASA PURA II (PERSERO)

Social and Environmental Responsibility or Corporate Social Responsibility (TJSL). TJSL is not only about activities undertaken by companies where companies participate in the economic development of local communities, but also related to the company's obligations in preserving the environment.

Legislation issued by the Government which in turn regulates CSR, among others:

     Law Number 40 Year 2007 regarding Limited Liability Company.
     Government Regulation Number 47 Year 2012 on Corporate Social and Environmental Responsibility of Limited Liability Company.

B.CORPORATE SOCIAL RESPONSIBILITY (CSR) / SOCIAL AND ENVIRONMENTAL RESPONSIBILITY (TJSL)

CSR DEFINITION

Social and Environmental Responsibility is the company's commitment to participate in sustainable economic development in order to improve the quality of life and the beneficial environment, both for the company itself, the local community, and the community at large. The objective of the obligation of CSR is to continue to create a harmonious, balanced and compatible corporate relationship with the environment, values, norms and culture of the community

Angkasa Pura II proactively fosters a culture of environmental responsibility not only to employees but also to society in general. This is done in order to reduce the environmental impact of the Company's activities and human activities in general, in addition to supporting national programs related to the environment.

A. Policy

Angkasa Pura II's commitment to environmental responsibility is set forth in Company Regulation No. 38 on Eco Airport Master Plan Angkasa Pura II which will be implemented throughout the airport through various programs, both within the internal and community environment. The environmental impacts arising from the Company's operations must be kept as low as possible in order to achieve environmental sustainability.

In managing and developing the airport, Angkasa Pura II's commitment is as follows:
Comply with environmental regulations and regulations;

C. Financial Impact of Activity
In 2012, Angkasa Pura II will spend a total of Rp820,904,330 for all environmental responsibility programs.



D. Certification in the Environmental Sector
The airport located in Angkasa Pura II is equipped with Environmental Document (Amdal) as a guide in managing the environment related to the development and operation of the airport. Monitoring of environmental management results at each airport is reported in the form of an RKL / RPL report to the local environmental agency, the Ministry of Environment and the Ministry of Transportation.

We also try to emphasize the application of the values ​​of Angkasa Pura II through the implementation of the Ethical Code of Conduct which guides behavior patterns for all Angkasa Pura II personnel.

 

Law No. 13 of 2003 concerning Manpower is a reference for all labor policies in Angkasa Pura II to ensure compliance with applicable legislation and minimize the occurrence of violations of human rights in employment relations.

 

a. Management of Employee Relations with Management

 

The relationship between employees and management has been built well with the guarantee of freedom of association. Angkasa Pura II has Angkasa Pura II Workers' Union (Sekarpura II) or abbreviated as SEKARPURA which has around 82% of employees. SEKARPURA is an organization that has the right to represent employees in dealing with management and has been actively involved in negotiating Collective Labor Agreements (PKB) with management. Currently the applicable CLA is the 2012-2013 Collective Labor Agreement with Number: KEP.03.15 / 01/2012 and 001 / PKS.DPP-SP II / I / 2012.

 

b. HR Recruitment

 

Angkasa Pura II HR recruitment is carried out through internal and external recruitment. Internal recruitment is done by optimizing the resources that have been owned. External recruitment is focused on recruiting higher educated employees and employees with competencies that are not yet owned by Angkasa Pura II.

 

c. Competency Development

 

Strengthening HR competencies is carried out with training and education in the form of competency change and competency development, both directly and indirectly related to business and operational strategies. Training for competency change aims to prepare employee competencies to be able to respond to change. Meanwhile, training for competency development aims to prepare employees with certain competencies to support Angkasa Pura II's business portfolio.

 

 

 

In addition, Angkasa Pura II also organizes various upgrading and competency training programs for employees who are currently managed through the Education and Training Unit.

The Collective Labor Agreement ("PKB") has been agreed and approved by the Ministry of Manpower and Transmigration of the Republic of Indonesia. At present the applicable CLA is the 2012-2013 Collective Labor Agreement with Number: KEP.33 / PHIJSK-PKKAD / PKB / II / 2012 dated February 29, 2012.

The number of new employees recruited during 2012 was 472 people.

Employee competency development. During 2012, a total of 4,210 employees (manprograms) had participated in the development of competencies both at home and abroad:

The remuneration given to employees has been adjusted to the inflation index and employee performance.

Competency development program: Training and education during 2012, Angkasa Pura II allocated a budget of Rp. 35,358,638,000, and absorbed a budget of Rp. 27,714,985,354, or an average of Rp. 6,583,131, - per employee participating in the program. the said;

The Company's contribution to employee and family health services in 2012 amounted to Rp31.5 billion for medical expenses and Rp.13.5 billion for medical expenses.

The costs incurred for the awarding of the award amounted to Rp724,083,356.

B. Occupational Health and Safety ("K3")

 

1. Policy

 

Since May 10, 2002 (the SK Angkasa Pura II K3 Implementation Guidelines), K3 management has been focused on achieving zero accident rates. This program is organized based on labor regulations and K3 rules of the local Manpower Office and is evaluated and assessed annually. Angkasa Pura II's commitment to realize security and safety in the work environment is manifested in the Company's policies stipulated in Directors Decree No. KEP.088 / KP.204 / APII-2002.

 

2. Type of Program

Various activities carried out related to the OSH program during 2012 included conducting training related to occupational health and safety. The training included P2K3 and SMK3.

3. Financial Impact of Activities

Costs incurred for activities related to K3 in 2012 amounted to Rp.191,285,079

A. Policy
As a manifestation of the responsibility for implementing GCG to customers and the community and in line with our commitment to provide the best service, comfort, quality products and competitive prices, we continue to maintain communication with our customers. We recognize that smooth and proactive communication plays an important role in the continuity of Angkasa Pura II's business in addition to ensuring quality that complies with standards.

B. Type of Program
In general there are 5 (five) groups of airport customers consisting of 5 groups, namely airplane passengers, air crew, station manager, cargo operator, and concessionaire. We have done several ways and continue to improve in 2012, related to relationships with consumers as follows:

Provision of information facilities for passengers at each airport terminal managed by Angkasa Pura II;
Creation of a joint Cargo forum held on 31 October - 2 November 2012 in Bali. This forum aims to determine the existing conditions in terms of business processes in the field, financial and production performance, organizational structure of the Cargo Business Unit, implementation of cargo SOP, facilities and infrastructure, and problems in the Cargo Business Unit in each Angkasa Pura II branch office ;
Gathering together with airline companies to strengthen Angkasa Pura II's relationship with airline companies;
The implementation of the coffee morning with operators as a medium for exchanging information and submitting complaints as evaluation material;
Establishment of ATC and Pilot Forums to strengthen communication of ATC officers with pilots.

PT. ANGKASA PURA II (PERSERO) PKBL LEGAL

As one of the state-owned enterprises, PT Angkasa Pura II (Persero) has an obligation in carrying out social and environmental responsibility. The role and social responsibility of PT Angkasa Pura II (Persero) is implemented through PKBL (Partnership and Community Development Program). The spirit of PKBL PT Angkasa Pura II (Persero) is a form of corporate social responsibility commitment to the community. Implementation of PKBL at PT. Angkasa Pura II (Persero) was started since 1991 which formerly implemented unit named PUKK (Small Business and Cooperative Development). Decision and Regulation of the Ministry of SOEs as the shareholder of BUMN is the legal basis of the implementation of the PKBL are:

PARTNERSHIP PROGRAM DEFINITION

Partnership Programs are Small Businesses that get loans from the Partnership Program. If grouped, the business carried out by the assisted partners can be grouped into 8 (eight) sectors, namely:

The development of the business of the Patronage Partners generally developed quite well, this was indicated by the timely repayment of loan installments. However, there are still a small number that have not fulfilled expectations due to a number of things, including: the use of business capital outside of the main activities or used to fulfill daily needs or use consumptive funds, but there is still a lack of knowledge about good business methods and limited information, resulting in difficult business development.
To improve the performance of Foster Partners, assistance has been provided in the form of education / training and promotion to add insight and technical knowledge in the fields of accounting, marketing, and other knowledge related to the development of business partners. Furthermore, promotional activities are carried out with the intention that the Partners' products can be better known to the wider community so that they can increase production capacity. The Community Development Program has been distributed including:
1. Assistance to Victims of Natural Disasters.
2. Aid for Worship Facilities.
3. Educational Facility Assistance.
4. Health Facility Assistance.
5. Assistance to Public Facilities.
6. Assistance for Nature Conservation (Greening).
7. Community Social Assistance in the Context of Poverty Alleviation.

The provision of this assistance is prioritized to the area around the Airport or Branch Office of PT. Angkasa Pura II (Persero). In general, the implementation of the Community Development Program has been right on target, so that the surrounding community has felt the benefits, this is evidenced by the better social conditions of the community, which have an impact on the security and orderliness of the environment surrounding the PT. Angkasa Pura II (Persero).

SMALL BUSINESS CRITERIA

           Small businesses that can participate in the Partnership Program are as follows:

  • Having a net worth of not more than Rp 500,000,000.00 (five hundred million rupiah), excluding land and building of business premises or having annual sales proceeds of at most Rp 2.500.000.000,00 (two billion five hundred million rupiahs);
  • Owned by Indonesian Citizens;
  • Stand alone, not a subsidiary or branch of a company owned, controlled, or affiliated directly or indirectly with Medium Enterprises or Large Enterprises;
  • Forms of individual businesses, non-legal entities or legal entities, including micro-enterprises and cooperatives;
  • Have potential and business prospects to be developed;
  • Has been engaged in business activities for at least 1 (one) year (this provision does not apply to newly established small businesses or stands on the initiative of BUMN Pembina as part of the partnership program BUMN Pembina);
  • Not meet the requirements of banking (non bankable).

LOAN REQUIREMENTS

Small business actors apply for loan to Vice President Of CSR, by attaching proposal as follows:

  • Name and address of business unit;
  • Name and address of the owner / management of the business unit;
  • Proof of identity of owner / administrator;
  • Business fields;
  • Business license or business certificate from the party who authorized;
  • Business plan and funding needs;
  • The statement is not being a partner of another BUMN coach.

THE FORM OF THE PARTNERSHIP PROGRAM

Small business actors apply for loan to Vice President Of CSR, by attaching proposal as follows:

1. Partnership Loan
Loan partnership to finance working capital and / or purchase of fixed assets in order to increase production and sales. The loan amount for each Partners of the Partnership Program shall be a maximum of Rp 200,000,000.00 (two hundred million rupiah). The maximum installment period is 36 (thirty six) months with a loan administration service of 3% (three percent) per annum from the loan balance at the beginning of the year


2. Coaching Partnership
Guidance to partners in the form of promotion / exhibition and education / training, the guidance is grant. The Promotion Program is a form of coaching to the Binaan Partners with the goal of the partners being able to increase the production capacity that ultimately becomes resilient and self-reliant. Education or Training Program is as one form of coaching to the Partners to be tough and independent. COMMUNITY DEVELOPMENT PROGRAM DEFINITION
