The Plane Queue Dramatically and OTP Rise Significantly at Soekarno-Hatta Airport Since the Third Runway Operated

Jakarta - Transportation Minister Budi Karya Sumadi reviewed the operation of the Third Runway and East Connection Taxiway at Soekarno-Hatta International Airport, Sunday 25 January 2020.

The Minister of Transportation arrived at around 15:00 West Indonesia Time and monitored the two new facilities on the air side of the Soekarno-Hatta Air Traffic Controller (ATC) tower.

Then the Minister of Transportation headed to the Airport Operation Control Center (AOCC) building to monitor overall aircraft movements on the First Runway, Second Runway, Third Runway, East Connection Taxiway (ECT) and West Connection Taxiway (WCT).

After directly monitoring the two facilities, as well as seeing factual data, the Minister of Transportation said the Third Runway and ECT were very optimal in supporting the efficiency and smoothness of flight traffic in Soekarno-Hatta.

Regarding efficiency, the Minister of Transportation said that there was a time savings of up to 30% when the plane walked from the contact stand at the passenger terminal to take off.

"There is 30% [time efficiency] when the plane taxi from the contact stand to take off. Usually it takes 25-30 minutes, now 8 minutes. In fact, I checked in the field that there were no aircraft holding [waiting in line], "said the Minister.

Furthermore, the Minister of Transportation explained that the aspect of flight safety clearly improved with the existence of the Third Runway along with the space to determine take off in only one runway and landing also in one runway.

"One runway for take off and one runway for landing, obviously it makes the aspect of flight safety in Soekarno-Hatta increase," said the Minister of Transportation.

PT Angkasa Pura II as the manager of Soekarno-Hatta and AirNav Indonesia as a provider of flight navigation guidance services also agreed that the existence of the Third Runway and ECT is very optimal to support flight operations.

PT Angkasa Pura II President Director Muhammad Awaluddin said the existence of the Third Runway and ECT encouraged airline on time performance (OTP) levels.

"The Third Runway and ECT are fully operational on December 20, 2019 or the first day of the Christmas and New Year Transport Period 2019-2020. During that period, the airline's OTP reached 83% where this figure significantly increased compared to Nataru 2018-2019 which was only 79% when there was no Third Runway and ECT, "explained Muhammad Awaluddin.

AirNav Indonesia's President Director Novie Riyanto said the same thing was related to the smooth flow of flight traffic where the queue of aircraft significantly reduced to only 3 aircraft compared to up to 10 aircraft in the past.

"For almost 2 months the Third Runway and ECT were operating, the maximum queue was only 3 aircraft. It used to be up to 7 even up to 10 aircraft. The principle of operation of this Third Runway is to prioritize safety and increase capacity gradually, "said Novie Riyanto.

Meanwhile, Director General of Civil Aviation Ministry of Transportation Polana B. Pramesti also said that the Third Runway was operated according to aviation safety and security standards.

"From the start, Runway 3 was built with the concept of runway dependent, by fulfilling the necessary safety aspects in accordance with ICAO compliances, with a strategy of handling air traffic systems in a segregated manner," said Director General of Civil Aviation.

By fulfilling the safety and security aspects of aviation, and promoting the efficiency and smoothness of aviation traffic, the Third Runway and ECT can support Soekarno-Hatta to later serve passenger movements to more than 100 million passengers per year.
