Strategic Partnership in Kualanamu: PT Angkasa Pura II Immediately Send Request for Proposals to Prospective Strategic Investors

14 Dec 2019

Jakarta - PT Angkasa Pura II (Persero) is increasingly finalizing plans to accelerate the development of Kualanamu International Airport, North Sumatra, through a strategic partnership scheme (strategic partnership).

Through this scheme, PT Angkasa Pura II and strategic investor partners will join the joint venture company (JVCo) namely PT Angkasa Pura Aviasi to manage and develop Kualanamu.

The concept developed in this strategic partnership is known as 3E: Expansion of traffic, Expertise sharing and Equity partnership. The main objective of this strategic partnership program is to make Kualanamu International Airport an International Hub in the western region of Indonesia and simultaneously the development of Aero City in the airport area. As is known, Kualanamu International Airport itself in the year 2018 already has 10.5 million passenger movements in a year.

At present there are 19 corporations that have expressed an interest in being able to become strategic investor partners, originating from countries in the ASEAN, Europe and East Asia regions.

PT Angkasa Pura II's Strategic Portfolio and Transformation Director Armand Hermawan said that PT Angkasa Pura II will later issue Request for Proposal (RfP) documents to interested corporations.

"The RfP document will be issued to prospective investors at the end of January 2020. In the RfP there is a structure of cooperation transactions that will be carried out by PT Angkasa Pura II and strategic partners."

"The structure of the cooperation transaction is of course always referring to regulations, aspirations of the government as a shareholder, and developments in the national air transportation industry," said Armand Hermawan.

Furthermore, Armand Hermawan said that the entire process of selecting strategic investor partners is targeted to be completed by mid-year and in July 2020 it is expected that a collaboration will be signed.

"What is clear is that strategic investor partners must have global capabilities and experience in the airport sector, including operational and business aspects, being able to increase passenger and flight traffic, and financially can provide funding in the long term," said Armand Hermawan.

At present the capacity of the passenger terminal in Kualanamu is 8 million passengers per year, where further developments, the capacity of the passenger terminal is targeted to be able to accommodate the movement of passengers to reach 17 million passengers in 2024.

Through a strategic partnership, the development of Kualanamu can be accelerated so that it can accommodate industrial growth.

As for this strategic partnership, Kualanamu International Airport Area will be developed into Aerocity, as well as a hub for passengers and cargo in Western Indonesia, with an indicative investment value of US $ 500 million.

Later, the aircraft passenger terminal in Kualanamu will also be expanded to a capacity of 22 million passengers per year in 2030. The cargo storage area is also expanded from 13,000 square meters to 27,318 square meters.

The development of Kualanamu International Airport is focused on increasing international connectivity, especially in the ASEAN region, South Asia, China and the Middle East, while of course also strengthening domestic connectivity.
